What We Do: LADOT Government Affairs 

LADOT's Government Affairs division, led by Jennifer Cohen, works closely with the offices of 
elected officials and major stakeholders. This includes all 15 council offices as well as the 
Mayor’s office, in addition to supporting LADOT’s communication efforts on key policy issues, 
coordinating requests by council offices, and developing legislation based on the needs of the 
departments.

On Thursday September 10 th , LADOT participated in a tour organized by the CLA for newly 
elected Councilmember David Ryu. Our staff showcased the three signalized intersections that 
have been upgraded to continental crosswalks, to improve pedestrian safety. 

A New Chapter 

With gratitude for the many years of public service to the City of Los Angeles, LADOT bids a 
gracious farewell to two of its Executive Officers. 


Detrich (Dee)Allen, Executive Officer - Parking Management and Regulations 

Dee has served with and held leadership roles in various departments for the City of Los 
Angeles, and was formerly General Manager of the City’s Environmental Affairs Department. 
She concludes her City service as Assistant General Manager of the Department of 
Transportation, a position she has held for the past five years. 

Under Dee’s leadership, the Department of Transportation completed the pilot program for the 
demand-based parking pricing in Downtown LA called LA Express Park. The success of the 
pilot program led to its continued operation in Downtown LA as well as the program’s 
expansion into Westwood Village. The LA Express Park program has gone on to receive the 
“Public Parking Program of the Year Award” from the California Public Parking Association, as 
well as the International Parking Institute Award for Innovation in Parking Operations and 
Programs. 

Dee has been described by her staff as a caring and compassionate manager who will be 
sorely missed. 


James Lefton - Chief of Transit Services 

Jim has over 30 yrs. experience in Transit with 26 of those years working with the City to move 
Los Angeles forward.Jim started out as a Transportation Planning Associate II and worked his 
way up to Chief of Transit Services - managing the second largest transit system in Los 
Angeles County (next to Metro) with a $100 million annual operating budget and a staff of 800 
full-time employees.

Under his leadership LADOT expanded from approximately 100 vehicles at the start of his 
term to 350 vehicles today and our Transit Fleet is 100% clean fuel.We have conducted major 
Transit Service Analyses to evaluate performance of existing services and allow for expansion 
of potential DASH routes and implemented Real time bus arrival information using GPS 
technology - started 2010 and it was completed 2014.One of Jim’s biggest accomplishments is 
his work in restructuring transit services and contracts in 2010 to eliminate a significant 
projected shortfall in city Proposition A local transit funds. 

Jim’s successful execution and organizational skills have been a real asset to LADOT. 

We wish them both a healthy retirement and the very best in their new adventures. 

LADOT CERTified 

On August 26, 2015, eight LADOT employees completed the 7-week CERT (Community 
Emergency Response Team) training. The training is provided by the LAFD and includes 
basic disaster response skills and how to prepare for emergencies.
